Sometimes stuff gets cut from the game before it's released, because devs ran short on time. Sometimes stuff gets censored because cultural issues some offended people can't stand it existing, either soccer moms from the nineties yelling "think of the children" while calling for censorship of M-rated games, or social justice people wanting "problematic" games banned today (examples include GTA V's Australian ban, and parental complaintsfemale costumes in many MMOs). Examples include Poison being changed from female to transgender because Capcom was threatened by a lawsuit from American feminists over "violence against women", or Square censoring Xenogears and its more obvious anti-religion undertones fearing bomb threats from the KKK / conservative Christians. It is a frequent occurrence even nowadays that even some editors here fail to exercise objective judgement and try to downplay and defend it when it goes against their political and moral preferences.  Well, no matter how many of these vocal fringes either from the nineties or nowadays try to force this, some people are interested in playing the game in its original unaltered form and mod the games themselves to ensure so. Of course, these vocal fringes occasionally get slightly more creative in case they judged that the localization put a poor job censoring problematic stuff, and do it themselves.  It may be also because it simply would be too costly to license. This sort of stuff often has people rallying to restore it to the game with whatever little remnants there still is in-game.
