For GG/AR, the files needed are areplay.bin and ggenie.bin, but most emulators support cheat codes from these natively.
BlastEm also supports the Lock-On Technologyfor Sonic 3, except when combined with Sonic 2, as it does not support lock-on with the sk2chip.bin.
