The PlayStation Vita is the latest handheld console by Sony, released in 2011/2012.
Emulators
THERE ARE NO EMULATORS THAT CAN RUN COMMERCIAL GAMES PLAYABLY YET.

Comparisons
- Vita emulation in RPCS3 is a small side project by a couple of developers, it currently can only display a simple 'Hello world' and run a basic atomic test sample.[1]
Emulation issues
The PlayStation Vita currently has no emulators; this is mainly due to the fact that the hardware has yet to be documented. Once the console has been hacked (to some degree, at least), and the hardware is well known and its functions are documented, emulation can begin.
The PS Vita's PSP part can still be hacked, but none of the existing exploits so far allow for anything useful on the PS Vita side.
