Download [http://themaister.net/retroarch-dl/retroarch-win32-0.9.8.zip x86] or [http://themaister.net/retroarch-dl/retroarch-win64-0.9.8.zip x64]. After downloading RetroArch run 'retroarch-pheonix.exe', and then update and download emulator cores by going 'RetroArch > Update RetroArch.'
