As far as I have experimented, the current version of Phoenix (2.8J ATM) is limited to only use files (games, firmware, etc.) that can be added to the program's collection. Which means TOSEC verified files only! TBH I attempted to run only [http://psxplanet.ru/forum/showthread.php?t=4450 this homebrew pack], also trying a dirty XML edit to make it list there as well - succeeded selecting but no cigar, just boots to BIOS. Also found a Russian topic with DL links, but which also notes on a separate topic which 3DO files haven't been TOSEC'd as of yet (and thus may not run as well, thought it was worth noting) - [http://tv-games.ru/forum/showpost.php?p=30949&postcount=2 here]! The former link notes that it wasn't present in the emulator's early days, so presumably this limitation was added when Phoenix gained traction in compatibility and awareness (when exactly IDK). Feel free to discuss on this (possible) speculation...
