PabloMK7 was a contributor of Citra. The repository has also seen work from GPUCode, who was one of the most active contributors for Citra before the repository was deleted. It seems to me like this new repository is simply the new place for Citra development. To begin with, it was premature to consider Citra dead. Yes, Yuzu was started by Citra devs and was responsible for the Citra website and repository (hence the reason why the were deleted), but there was very little remaining developer overlap between both projects at the time Yuzu was shut down.
