Changes

Decaf received some major updates in late 2018 / Early early 2019. A Vulkan renderer and a qt interface have been implemented. A Discord server has been started which allows better communication between developers working almost exclusively on decaf and developers from other emulation projects. A lot of games are now working and reaching playable speeds as well as correct graphics.
