If you enable Developer Mode on your headset, you can sideload APK's from unknown sources to your quest.
This means you can use dolphin, AetherSX2, PPSSPP and more emulatorsfor android, but some of them do not work due to the lack of a proper file manager on the quest. Connecting the '''Oculus Quest''' with your PC via airlink or cable makes it possible to use steamvr, and run emulators that work in VR on your pc such as DolphinVR, EmuVR and others (Assuming you have a decent pc too.).
