Developers plan to add custom texture replacement in the future (hence the name) but that's yet to be seen as of 1.7.6.
The Graphic Packs themselves come as folders under the graphicPacks directory which you . You can name these folders whatever you want (for example "Bayo_1080p"), which contains just a single "rules.txt" file. A more bare-bones file would look like this:
