Goldberg Emulator

What kind of emulator is this "Goldberg Emulator" (v0.2.5 reddit news)? It's an emulator to run Steam games that have multiplayer modes without making use of Steam or even the Internet. You can even run those games' multiplayer modes in simulated LAN mode! Where shall this software be put in the wiki - here at the Compatibility Layers page, maybe as a separate section?
