Emulators

Name Operating System(s) Latest Version GBA NDS Recommended?
DeSmuME Windows, Linux, OS X 0.9.9
No$GBA MS-DOS, Windows 2.7

Comparisons

DeSmuME is very good, and very well developed. Enabling the Dynarec emulation option improves speed tremendously.

No$GBA focuses on speed, and has major compatibility issues and glitches. The 3D is not very good. However, it might be an option for a very low end machine, for the select games that it does not have problems with. Not otherwise recommended.
