Comparisons

Ootake is okay for general purposes.

Mednafen is great. Command line only though.

RetroArch can run Mednafen. GUI and other things.

MagicEngine only has a free demo available. To get the full version costs €15 EUR. There is no reason to buy it when there are better free options available.
