High Level Emulation (HLE) does not require files, but is often times more prone to errors. Low Level Emulation (LLE) requires files, but it is much more accurate. Many bios are copyrighted and can only be legally optained by dumping them from a console. They cannot legally be shared on the internet.
MD5 hashes are a way of verifying that your file is the correct one and/or that it's not corrupt. There's a few ways to check; for Windows users, try using WinMD5.
